It is not exceptional for the Sudanese government to declare the country as an area of disaster as this is a natural move for any country to declare some of its districts or counties or the whole country as area of disaster due to tsunami or natural disasters that occur in it.
This happens even in the first world countries let alone the third or underdeveloped countries.
Disaster Declaration is defined a formal statement by jurisdiction’s chief public official i.e. Mayor, County Judge or Governor) that a disaster or emergency situation exceeds their response capabilities.
Though commonly addressed after a disaster, a declaration may be made if a disaster is “imminent”
Disaster Declaration is not wide sweeping though.
According to the above mentioned definitions one can say that the transitional government has more than one reason to impose State of Emergency nationwide and declare Sudan as an area of disaster.
Announcing disaster declaration will enable the government institutions to mobilize all official and popular efforts to jointly work out a plan to rescue the affected people and their properties.
The recent floods and heavy rains in most of Sudan resulted to the collapse of 100 thousand houses, claimed the lives of more than 150 persons besides leaving more than 500 thousand homeless.
Most importantly during the upcoming three months determined for the government, is the rapid response in providing the foodstuff, shelter and medicine to the most affected areas, otherwise the consequences will be disastrous.
It is high time during this natural disaster circumstance to activate and update Strength, Weakness, Opportunities and Threats System (SWOT).
Our message to all Sudanese to mobilize all their efforts in supporting the government plans to overcome this natural disaster, especially the civil society organizations which have unique experiences in such issues.
