According to news articles, Prime Minister, Dr. Abdallah Hamdok decided to postpone the appointment of civilian state governors which is supposed to be announced some time ago according to the endorsed plan for carrying out several reforms including a timeframe. Among others, the state governors had to be appointed on April 18.
To reach a compromise a quad mechanism is proposed to nominate the civilian state governors in an attempt to avoid any objections from the revolution partners.
However, the delay in appointing the civilian state governors had it negative impact on running the affairs of those states following the overthrew of Al-Bashir fascist regime.
The states are still ruled by acting military governors who failed to run their states with their military mentality which always resort to security solutions in dealing with any issue.
The citizens of those states did not taste – up to this moment – the sweetness of the revolution and they are eager to have civilian governors in this critical time.
Even the armed groups which were fighting against the ousted regime expressed their willingness to accept the appointment of state governors and the transitional legislative council provided that new standards are set for their selection besides its participation in the nomination process.
It goes without saying that the would-be appointed state governors will be commissioned time until a comprehensive peace is signed, after which they will be replaced by others according to which will be stipulated in the signed comprehensive peace agreement.
We urge the proposed quad mechanism to complete its mission as soon as possible in nominating civilian governors who are experienced, competent, neutral and before all to be acceptable by the communities of the state.
It is true that the delay in reaching a comprehensive peace agreement with the armed groups as scheduled in the constitutional document is one of the reasons for delaying the announcement of the civilian state governors but this delay resulted to the upset of the citizens in the states because they felt no change after December glorious uprising.
It is high time from Prime Minister Hamdok to intensify his contacts and consultations to come out with an agreed on list of civilian governors, considering that it is now nine months since the Constitutional Document was signed.
